Constituted by its members. Mandated by the moment.
The Zimbabwe E-Hailing Association (ZEHA) is a voluntary, non-profit industry association constituted by e-hailing and platform-mobility operators under a written Constitution.
The mandate
In August 2026 the Office of the President and Cabinet convened a stakeholders consultative meeting on the ease of doing business for the e-hailing sector, bringing together the OPC, the Ministries of Transport, Finance, Local Government and Home Affairs, the City of Harare, ZIMRA, VID, CVR, the ZRP, residents associations and the operators themselves. Government articulated a clear position: it will not be the impediment to emerging sectors and economic growth.
At the close of that meeting, operators were asked to bring the industry together and present workable self-regulation proposals. ZEHA is the sector's answer: one accountable body, one enforceable Code, one public register and a monthly Government return — an offer of order made ahead of formal regulation.
Objects
- Promote, standardise and self-regulate app-based passenger transport, delivery and logistics, platform payments, and related on-demand digital services in Zimbabwe.
- Represent the sector in engagements with government and regulators as the recognised industry counterpart.
- Protect passengers, drivers and the public through enforceable industry standards: the Code, the Driver Verification Standard and the Shared Safety Registry.
- Maintain and publish a public register of members in Categories A and B.
- Promote driver welfare, training and formalisation through a Drivers Council.
- Provide free, independent dispute resolution through the ZEHA Ombudsman.
How ZEHA is governed
The Association is governed by its Constitution. A Founding President and Executive Chairperson provides protected executive stewardship for the first five years and thereafter continues as Founder and Patron for core institutional matters. A representative Executive Board includes founder nominees, operator representatives, the Drivers Council, Categories B and D, and an independent finance or governance director. Founding General Counsel and Board Secretary holds a guaranteed non-voting advisory seat with conflict and recusal safeguards.
Founder Reserved Matters protect ZEHA's mandate, legal form, name, seal, intellectual property, core voting structure and continuity. Those protections do not reach disciplinary cases, appeals, Registry decisions, audits or complaints: the Compliance Committee, Appeal Panels and Ombudsman operate independently, and the founder offices, Board and retained legal firm are expressly prohibited from influencing their outcomes.
Funding is by transparent membership subscriptions prescribed per category, published annually with audited accounts. Related-party transactions and legal fees require approval by disinterested Board members. The Association accepts no funding that would compromise its independence, takes no position on commercial competition between members, and conducts itself in full compliance with the Competition Act [Chapter 14:28].

Be counted. Be verified. Be first.
Registration is against published, objective criteria — a gateway, never a barrier to legitimate competition.
